& CR323. The property is extremely scenic, heavily treed in some
areas and also has Wilson Creek frontage. This land does not have a
current survey. The acreage amount was derived from the Collin
County Central Appraisal Tax District. There is also some obvious
flood plain with this tract, but there does seem to be several build
sites along CR 323. Surveying and Engineering will be required to
confirm building availability. Owners will consider offers that
would allow buyers to have the property properly evaluated &
surveyed during a short-term option period at no cost to buyer.
14.5 Acres CR 317 & CR 323 - Flood Hazard Zoning / Options
A meeting was held 4/30/08 with the Town of Fairview Planning &
Engineering Departments to better understand the Flood Hazard Zoning
associated with this tract and to determine what options are
available.
There are options that will allow for the flood plain to be
reclaimed and the property to be used. After the discussion, the
most logical approach seemed to be:
1. To have a Preliminary Flood Study Analysis done on the property:
This will determine "flood-plain" versus "flood-way". Use or
reclaiming of "flood-way" property is very limited. The goal is to
move the "flood-plain" line. The preliminary analysis should be less
expensive than the full analysis. Also, a company by the name of
Carter & Burgess (hydrology / flood study engineering) has already
done a flood study for several other tracts of land in this area.
They may already have some documentation on hand. The Carter &

2. Formal Flood Study Analysis documenting intent and required
changes.
3. Request FEMA to move the flood plain line based on the Owner's /
Buyer’s intended use and engineering report to support the required
changes.
4. Submit the documentation to Fairview Engineering Dept. They
should approve based on items 1-3.
